    Making another downstate appearance, Gov. Pat Quinn said Monday in East St. Louis that preparations are being made to place the final girder beam on the span scheduled to open to traffic between St. Louis and southwestern Illinois early next year.

    Federal legislation signed last week by President Barack Obama calls for the span to be named the “Stan Musial Veterans Memorial Bridge.”

    The four-lane, cable-stayed bridge will relieve the 50-year-old poplar street bridge, one of just two in the nation that accommodate three freeways.
