The Rockford Register Star reports that the U.S. Health and Human Services Department’s inspector general’s office reviewed how the city spent about $600,000 of $1.06 million that it received under the American Recovery and Reinvestment Act.
The money came to the city through the state Department of Commerce and Economic Opportunity.
Auditors say Rockford and the state didn’t have adequate procedures in place to ensure the money was properly spent. They say the city kept no receipts to prove how some of the money was spent.
Rockford Human Services Director George Davis says the money was properly used for programs to reduce poverty and revitalize communities.
